MMDA Number Coding Scheme

The Number Coding Scheme (formally known as Unified Vehicular Volume Reduction Program and more mistakenly referred to as the Color Coding Scheme*) has been an essential know-how for drivers in Metro Manila, Philippines like how a child should know how to count from 1 to 10 before learning new lessons.

The scheme took effect in March 2003 as a new method to curb the high volume of vehicles plying on Metro Manila city roads in order to manage the peak-hour traffic. It's basically a re-implementation of some MMDA rules years earlier with the following original conditions:
1. Private and Public Utility Vehicles – from 7:00 A.M. to 7:00 P.M.
2. Window Hours for Private Vehicles – from 10:00 A.M. to 3:00 P.M.
3. Exempted from the UVVRP** – Provincial buses, shuttle buses, school buses and motorcycle units.
4. Makati City and the Municipality of San Juan will implement UVVRP (Number Coding) from 7:00 A.M. to 7:00 P.M. without window hours for private vehicles.
However, there were some modifications to the scheme during the years and the present terms according to the MMDA are the following (Update as of August 2010 April 2011 November 2011). We have the most updated and verified rules:
Thanks to Director Vergel De Dios and the Office of MMDA Chairman Inocentes for confirming the following:
1. Makati and Las Pinas. No window hours:  Number Coding is in effect from 7am to 7pm!
2. Marikina, Muntinlupa, and Taguig. No number coding.  So, feel free to roam around these cities anytime.
3. Pasig City has window hours of 9am to 4pm (note the 1 hour additional to the normal 10-3pm window).
4. Pasay City is implementing Number Coding except on the following roads: Ninoy Aquino Avenue, MIA Road, Domestic Road, Portions of Airport Road, Sales Road, Tramo and portions of Buendia.
5. EDSA, C5, Pres. Diosdado Macapagal Avenue, Roxas Blvd (Pasay), all other National, City, and Municipal Roads have window hours regardless of the city (meaning one can drive via EDSA in Makati any day).
6. For the rest of Metro Manila (Caloocan, Mandaluyong, Manila, Malabon, Navotas, parts of Pasay, Pateros, Quezon City, San Juan, and Valenzuela) number coding is in effect (window hours of 10am-3pm is also observed).
7. UPDATE: Paranaque will have number coding starting December 1, 2011. See the latest news here.






Number coding is not implemented on weekends. Suspension of number coding is normally observed on national and special holidays and may be stretched to before and/or after those dates depending on the need.

Again, the scheme says for a certain day of the week, some vehicles are prohibited. Specifically: on Mondays, vehicles with plate numbers ending 1 and 2 are not allowed, Tuesdays - 3 and 4, Wednesdays - 5 and 6, Thursdays - 7 and 8, Friday - 9 and 0. See the picture for quick reference.

Penalty: Confiscation of driver's license (for some cities), issuing of traffic violation ticket and minimum fine of P300.00 to be paid at redemption center (in Orense Street, Makati).

If your car is not yet registered or does not have any plates yet, MMDA will be basing your coding day on the conduction sticker located at the back of your car.

Note that these rules can change from time to time so to better make sure or to clarify information, call the MMDA Metrobase at 882-4151 to 77 local 213 and 255 or the MMDA hotline 136. Our latest update is based on June October 2010 April August 2011 October 2012.

*Years before the number coding scheme was implemented, the first traffic management scheme was color coding wherein vehicles are issued stickers to know when they will be banned. This term got stuck into the mind of drivers and thus was used going forward (until now).
**Aside from the vehicles mentioned above, the following are also exempted from the UVVRP: police patrol cars, military vehicles, ambulance, firetrucks, medical practitioner for military relief or emergency purposes, vehicles with diplomatic plates, vehicles with government plates or appropriately approved LTO stickers


Baguio city also has a number coding system being implemented.

Hi po no coding for commemorative plate? naguguluhan po ang marami dito bakit yung ibang hindi naka superimposed eh nakakatravel parin kahit coding nasa taas lang ng original plate hindi parin hinuhuli and ano po ba talaga purpose ng commemorative plate? kasi I myself hindi hinuhuli hindi naman nakasuperimposed kita parin orig plate ko pero hindi ako sinisita? happy new year, jeff! medyo depende sa huhuli sa inyo niyan. Usually mga ambulance lang ang pwede sa medical industry but you can always mention that you have a doctor passenger that has an urgent appointment - pero sana totoong appointment ha. :)

In Makati senior citizens are exempted from color coding. Ifstopped by law enforcement they are just told that they are seniors and show their cards and they're let go. Does the same goes for all cities?

Correct me if I'm wrong but i read the details regarding the color scheme route ng pasay.. exception ata ang MIA road, Domestic road and some area airports road. so, that is mean na wala talagang color coding scheme sa area na yan?

First I'm really happy to have come across this site and from the previous posts I've seen you seem to have helped a lot of motorists already.

I have to go to MOA on my number coding day. I'll be coming from the Makati SM Hypermart area and I'm thinking of passing Osmena Hiway connecting to EDSA during the no-coding window. Problem is the section of Osmena Hiway at the Magallanes areas is still closed to traffic due to the long-standing gas pipe repairs. If I use the inner streets connected to Evangelista St. in Bangkal, Makati to reach EDSA, will i still get caught, or the enforcers would already allow this due to the road closure along Osmena Hiway?

Traveling from Alabang to BF Homes Paranaque. Taking the short 200 meter route on Alabang-Zapote Road between Daan Hari and Concha Cruz which is part of Las Pinas is an area where the Las Pinas authoritize always apprehend motorists for number coding violations. It would only be logical and a service to the citizens of the general area that the Las Pinas authorities exclude this area from the number coding schime. Can someone point this out to them?

You have mentioned above that Taguig has no number coding. My coding is tomorrow Wednesday, if I'm going to laguna from Market Market1 via C-5 exit going to SLEX and SLEX exiting Calamba, will i be violating my coding ban since i will be passing thru Las Pinas?

Hi eeevev: P300, no confiscation of license and babayaran sa Metrobank. Pero kung traffic enforcers ang nanghuli like sa Makati, mga P500 yata.

Hi Jell: depends on who caught you. If it's MMDA, it's P300 paid to Metrobank. But if it's the city's traffic enforcer, confiscated ang license.

Hi we were stopped by a MMDA officer in Makati today. He pointed to our driver the conduction number is color coded. We explained that we were not aware of this. He said that if a senior citizen is traveling in the car, the car is exempted from color coding in Makati. Is this exemption senior citizen exemption only aplicable to Makati or anywhere in the Philipines and does this only apply to conduction numbers and LTO plates as well. Please advise. Thanks Mike

we happen to pass thru las pinas city knowing before that there is no number coding in the area... we were then surprised to have been called by the traffic enforcer for violation of the number coding scheme... swear to God, we were not aware if the implementation.... bago lang ata ... it also happened to be 2pm in thew afternoon, hoping na window pa... wla nga daw window.. 7am-7pm.

Di po ba dapat atleast na warningan lang muna kami? we were not really aware of the ordinance.... e, wala e, na ticket-an pa rin tlga kami....

i just hope na it was publicly announced through news or whatsoever... para nman di kami na caught unaware.

On a window period i can take vitocruz,zobel roxas, right to quirino hway, up the buendia bridge and then skyway exit to filinvest.

Hi ! My plate number ends with 3. On Tuesday, I have to go to NAIA Terminal 3. From Pilar Village, Las Pinas, I will pass thru TSCruz Subdivision, then to Daang Hari going to Commerce Avenue, left going to South Supermarket and turn right going to Skyway . Onto airport ramp.

Are the areas Daang Hari and Commerce avenue covered by color coding ?

Hi, I am from las pinas. Got a new job here in Upper Mckinley. Pasok ko po is 3pm. kung byahe po ako 1pm from las pinas, route ko po is C5 Extension to Airport Road to Fort Bonifacio.

Hi! Pls clarify re Senior Citizens being exempt from the number coding. There are conflicting reports and when I asked MMDA on twitter, they sent me a link to the rules wherein I don't see anything re senior citizens at all. So why couldn't they just answer with a YES or NO? All expressways (NLEX, SLEX, MMSW, CAVITEx) linking Metro Manila are exempted from the Number Coding scheme because they are not anymore the jurisdiction of MMDA. They are under the jurisdiction of the Toll Regulatory Board, DPWH, and Concessionaires.

If I am making a long trip, say from Makati to NLEX, i expect i will get stopped at least once. What happens if I get stopped again further doen the road? Do i get fined again, or do they see the first fine and allow you to proceed?

Hi!To which city does the Daang Hari stretch from Alabang Zapote to Commerce Avenue belong? It used to be manned by Muntinlupa(no color-coding), but yesterday I saw the Las Pañas traffic orange boys there and apparently were catching color-code violators. Any verification will be greatly appreciated! I am really confused. Thanks.
